ANP – E&P and natural gas in Brasil

Abstract
The presentation will address the oil and natural gas E&P sector in Brazil, focusing on the ANP’s activities. Some topics to be presented: recent regulatory measures taken as well as other ongoing, bidding rounds and expected potential investments.
Biography
Born in Rio de Janeiro, José Gutman graduated in Electric Engineering from the Federal University of Rio de Janeiro (UFRJ) in 1995 and in Law from Cândido Mendes University in 2005. He earned a master’s degree in Strategic Planning from the Alberto Luiz Coimbra Institute of Postgraduate Studies and Research in Engineering (COPPE/UFRJ) in 1998, and specialized in Regulation, Competition and Restructuring of Infrastructure Sectors from the Institute of Economics/UFRJ, in 2000.
He is a civil servant at ANP since June 1999, when he was hired as a temporary Technical Analyst. In December 2005, he took office as a permanent Regulation Specialist, after approval in a tender. From January 2005 to May 2013, he served in the Superintendence of Governmental Participations, first as Deputy Superintendent (2005-2008), and then as Superintendent (2008-2013). In June 2013, he was appointed to hold the position of Director. In more than 15 years working at ANP, he developed professional activities that consolidated a strong practical knowledge in the sector, by participating in numerous inspections and technical surveys at facilities related to the oil and natural gas industry in several Brazilian states.
As a director, he led international missions in the United States, Canada, Norway, the UK and France, focused on relevant issues related to ANP’s regulation. In these and in many other forums in Brazil and abroad, he has been giving lectures on the experience of the Brazilian sectoral regulation.
He is the author or co-author of publications in the area, among which stands out the book Tributação e Outras Obrigações na Indústria do Petróleo (“Tax and Other Liabilities in the Oil Industry”).
